一、來臺蹲點學員招募資格 Qualifications for Recruiting TEEP Participants
以邀請全球具發展國際交流潛力國家(美國及中東歐國家為主,但不侷限)之高中畢業以上僑外青年學子來臺參與蹲點計畫為原則。提醒師長,已獲得博士學位或已在臺留學/研習者不適用,不得參加本計畫。
Invitations are extended to young overseas Chinese individuals, high school graduates and above, from countries with the potential for international exchange development (with a focus on the United States and Central and Eastern European countries, but not limited to them) to participate in the stationed program in Taiwan. It is essential to note that individuals who have already obtained a doctoral degree or are currently studying or conducting research in Taiwan are not eligible and may not participate in this program.
二、計畫期程 TEEP Project Schedule
本案計畫期程自 114 年 1 月 1 日至 114 年 12 月 31 日。倘須辦理計畫期程展延,各校最遲應於 114 年 12 月 15 日前函報本部申請展延。
The project duration for this initiative spans from January 1, 2025 to December 31,2025. Project leaders may autonomously set the project schedule based on the actual arrival dates of stationed participants, but it is mandatory that the schedule is finalized and participants arrive no later than December 31, 2025. In the case of exceptional circumstances, schools are allowed to apply for an extension before December 15, 114th year.
三、補助經費規定 Subsidy Regulations
Summary of Approved Funds for the 114 TEEP Project Application/Grant
(2) 各項計畫得自行調整原申請計畫之執行人月數, 惟各項計畫每人月平均經費支出上限(本部補助計畫實際支出經費總額除以接待學員蹲點人月數),及 計畫經費用途等,須依下列規定辦理。
計畫支出之每人月平均經費支出上限:
i. 產學合作型:依教育部核定,新臺幣(以下同)2萬元/人月不等(依本部函送各校經費核 定補助一覽表為準)。
ii. 擴大生源型:1.5 萬元/人月。
The maximum monthly average expenditure per participant—calculated as the total actual expenditure of the ministry-subsidized project divided by the total participant-months—must comply with the following regulations regarding budget limits and fund utilization.
Maximum Average Monthly Expenditure per Participant:
i. Industry-Academia Collaboration Model: As approved by the Ministry of Education, which is NTD 20,000 per participant per month (subject to the official funding approval document provided to each university).
ii. Expanded Student Recruitment Model: NTD 15,000 per participant per month.
(3) 經費核銷方面,計畫主持人需於學員來台前正式簽辦呈校長核准,簽辦單內容範本下載。Regarding fund disbursement, project leaders are required to officially submit the signed approval document to the school principal before the participants arrive in Taiwan. A template for the content of the approval document can be downloaded.
*避免日後產生爭議,請各計畫主持人務必要求蹲點學生於台灣郵局開戶,每月蹲點獎學金請直接以學校會計系統核銷至學生帳戶,請勿以暫借經費後再自行轉帳或直接核發現金給學生。
To avoid future disputes, all project leaders are required to ensure that TEEP students stationed on-site open bank accounts at Taiwan Post. Monthly on-site scholarships should be directly processed and debited to the students' accounts through the school's accounting system. Please refrain from temporarily borrowing funds and transferring them independently or issuing cash directly to the students.

Students under the TEEP program holding a visitor visa need to apply for a unified ID online if they wish to open a bank account. After obtaining the unified ID, they should bring the unified ID certificate and passport to the post office for account opening. Check the following link to know more information.

(4) 經費用途 Use of Funds:
- 外國學生蹲點獎學金:係屬獎學金性質,學員每人月支領 TEEP 獎學金至少為 1.2 萬元,參 與蹲點計畫期程如未達 1 個月,須依天數比例支給,支領期限以 6 個月(停留時間得不連續) 為限。是項獎學金依規定不予扣繳所得稅。倘計畫補助經費全數用於 TEEP 獎學金,或採自籌經費執 行計畫者,不受上述支領獎學金額度最低額度 1.2 萬元限制。倘外國學員於蹲點期間獲入學許可,入學後仍持續參與計畫,獎學金是否續領,授權由計畫主 持人決定。倘外國學員於校內已參加 A 系所 TEEP 計畫,欲再申請 B 系所 TEEP 計畫,仍請計畫主持人本於資源效益最佳化原則,自行決定是否繼續錄取該名蹲點學員。上述每一蹲點 學員 TEEP 獎學金總支領,均不得逾 6 個月,且不得重疊支領。如獲同意延長蹲點期程(逾 6 個月),延長期間之獎學金,須由接待學校自籌。TEEP 獎學金資源有限,仍請儘量運用於招 募尚未扺臺之優秀外國學生為宜。 TEEP Scholarship for Participants:Each participant will receive a minimum TEEP scholarship of NTD 12,000 per month. If the internship duration is less than one month, the scholarship will be prorated based on the number of days participated. The maximum scholarship disbursement period is six months, though the stay in Taiwan does not need to be continuous. The TEEP scholarship is exempt from income tax as per regulations. If the entire project funding is allocated solely to TEEP scholarships or if the project is funded through self-raised resources, the minimum scholarship amount of NTD 12,000 per month does not apply. If an international student receives admission during their on-site period and continues to participate in the program after enrollment, whether they can continue receiving the scholarship will be decided by the program coordinator. If the international student is already participating in the TEEP program of Department A within the university and wishes to apply for the TEEP program of Department B, the program coordinator should decide, based on the principle of resource optimization, whether to continue accepting the student for the on-site program. The total amount of the TEEP scholarship received by each on-site student should not exceed 6 months, and there should be no overlapping periods of disbursement. If an extension of the on-site period (beyond 6 months) is granted, the scholarship for the extended period must be funded by the host university. As the resources for the TEEP scholarship are limited, priority should be given to recruiting outstanding international students who have not yet arrived in Taiwan.
- 業務費:諸如計畫執行所需之材料費、鐘點費及其餘符合計畫推動目的等 各項必要業務費用,授權由計畫主持人彈性分配,以上均須依本部「補(捐) 助及委辦經費核撥結報作業要點」相關規定及經費支用標準辦理。
Operating Expenses: Various necessary operating expenses, such as material costs, hourly fees for project execution, and other expenses in line with the objectives of the project, are authorized to be flexibly allocated by the project leader. All of the above must be processed in accordance with the relevant regulations of the university's "Guidelines for the Allocation and Reporting of Subsidies (Donations) and Commissioned Funds" and the standards for fund utilization.
- 計畫行政經費 Administrative Expenses (1) 「擴大生源」計畫視執行實際需求,得自行控留本部補助計畫實際支出經費總額 20%為業務 費,經費用途包含:差旅費、材料費、鐘點費及其餘符合計畫推動目的等各項必要業務費。 (1)Expanded Student Recruitment Model Universities may retain up to 20% of the total subsidy for operational expenses based on actual implementation needs. Allowable expenses include travel costs, materials, hourly wages, and other necessary expenditures related to the program's objectives. (2)「產學合作型」計畫,倘獲本部核定得編列人事費者(依本部核定補助經費一覽表為準),其 人事費不得逾本部補助計畫實際支出經費總額 25%,專兼任人員不得逾 4 位(含計畫主持人及助 理等),餘依本部「補(捐)助及委辦計畫經費編列基準表」規定及相關支用限制辦理。 (2) Industry-Academia Collaboration Model If approved by the Ministry of Education, universities may allocate up to 25% of the total subsidy for personnel expenses (as specified in the official funding approval document). The project may include a maximum of four personnel, including the project supervisor and assistants. All expenses must comply with the Ministry of Education’s "Funding Standards for Subsidies and Commissioned Projects" and relevant expenditure regulations.
- 支用經費額度不逾每人月平均經費支出上限為前提下,授權計畫主持人視蹲點學員優秀表現情形 酌予提高獎學金額度,最高不逾 3 萬元(不適用只接待 1 位學員之計畫)。
例: 產學合作型計畫獲補助 35 萬元,招收 2 位學員參與計畫 6 個月,其中 A 生表 現特別優秀,計畫主持人在可支用總經費額度內 30 萬(2.5 萬元/人月*2*6 人月)給予 A 生每月 最高 3 萬元獎學金,B 生每月給予獎學金 1.2 萬元,尚有 4.8 萬元可用於人事或業務費,餘款 5 萬元為未執行數,應繳回。「產學合作型」計畫經費支出倘包含人事費或業務費者,辦理計畫 經費結案時,須另提交計畫經費執行報告表(含一級及二級用途別,請計畫主持人、主計人員及 機關首長用印)送本部審查,以確認其經費支用合理性。屬於計畫未執行之經費,應繳回,餘依本部「補(捐)助及委辦經費核撥結報作業要點」 相關規定辦理。http://depart.moe.edu.tw/ED4400/。
Scholarship Adjustment for Outstanding Participants Within the maximum allowable monthly expenditure per participant, the project supervisor may increase scholarship amounts for high-performing participants, up to a maximum of NTD 30,000 per month. This adjustment does not apply to projects hosting only one participant.
Example:
- For an Industry-Academia Collaboration project receiving NTD 350,000 in funding and admitting two participants for six months:
- The total scholarship budget is capped at NTD 300,000 (calculated as NTD 25,000 per participant per month × 2 participants × 6 months).
- If Participant A demonstrates outstanding performance, they may receive the maximum scholarship of NTD 30,000 per month.
- Participant B would receive the minimum scholarship of NTD 12,000 per month.
- The remaining NTD 48,000 can be used for personnel or operational expenses.
- NTD 50,000 in unspent funds must be returned to the Ministry of Education.
For projects utilizing funds for personnel or operational expenses, universities must submit a detailed financial report upon project completion. The report must include primary and secondary budget categories, be signed by the project supervisor, financial officer, and institution head, and be submitted to the Ministry of Education for review. Any unused funds must be returned in accordance with the Ministry of Education’s "Guidelines for the Allocation and Settlement of Subsidies and Commissioned Funds" http://depart.moe.edu.tw/ED4400/.
- 計畫招收蹲點學員如未達最低應執行人員數(人數*月數),其未執行人月數之經費應繳回。
If the number of stationed participants recruited for the project is below the minimum required number of personnel (number * months), the funds corresponding to the unfulfilled person-months should be returned.

如曾獲本部核定 TEEP 計畫,惟未及向本部提出申請,仍有意願籌措財源執行該計畫者,得向 本部申請備查該計畫招收外國學員名冊。 Application for Foreign Student Recruitment List Institutions that have previously received Ministry of Education (MOE) approval for a TEEP project but did not submit an official application may still apply to the MOE for recording their foreign student recruitment list if they intend to secure alternative funding sources for the project.

TEEP學員在臺蹲點期間不得打工,或從事與計畫無相關之工作並支領報酬。TEEP學員如安排於校外實習,該校外實習機構或企業得依計畫實際執行情形支付蹲點學員實習津貼。蹲點學員於校外實習,仍視為本案蹲點計畫內容,毋須向勞動部申請工作證。計畫主持人應與校外實習機構洽訂實習計畫內容,確保實習品質。TEEP participants stationed in Taiwan are not allowed to work or engage in activities unrelated to the project and receive compensation during their stationed period. If TEEP participants arrange for internships outside the university, the external internship organization or company may provide internship allowances based on the actual execution of the project. The participation of stationed participants in external internships is still considered part of this stationed project and does not require the application for a work permit from the Ministry of Labor. The project leader should negotiate the internship details with the external internship organization to ensure the quality of the internship.

計畫主持人應依核定計畫內容執行(跨校蹲點應取得他校同意公函),不得變更校外實習機構。實 習期間應確實遵守我國法律及法令規章,並不得從事與實習內容不符之活動或工作;如有違反規 定情形,經本部查證屬實者,即通報內政部移民署,並副知外交部領事事務局、行政院勞工委員 會等相關機關。原補助該計畫主持人之 TEEP 計畫經費,須全數繳回。 The project supervisor must implement the program strictly according to the approved plan. For crossuniversity internships, an official consent letter from the host institution is required. Changes to the designated off-campus internship institution are not permitted. During the internship, participants must comply with Taiwan’s laws and regulations and must not engage in activities or work that deviate from the approved internship content. Any violations confirmed by the Ministry of Education will be reported to the National Immigration Agency, with copies sent to the Bureau of Consular Affairs and the Ministry of Labor. Additionally, the full amount of TEEP funding granted to the project supervisor must be refunded.

為避免假實習真工作等勞力剝削或人口販運情況,產學合作型計畫不得有於國外以來臺就業或 工作為由進行招募、收取招募等相關費用及媒介工作等情事,另學員入境後之管理輔導等,亦 同。另該計畫之學員如欲至計畫以外之校外實習機構或企業從事工作時,仍應依勞動部就業服務 法相關規定申請工作許可後,始得在臺從事工作。 To prevent situations of disguised employment, labor exploitation, or human trafficking, IndustryAcademia Collaboration projects must not be used as a recruitment channel for employment in Taiwan. Universities and enterprises are strictly prohibited from charging recruitment fees or engaging in any intermediary work related to employment. This policy also applies to the management and supervision of participants after their arrival in Taiwan. Additionally, if a participant wishes to work at an off-campus internship institution or enterprise outside of the approved program, they must obtain a work permit in accordance with the Employment Services Act before engaging in any employment in Taiwan.

TEEP 學員應邀請未曾來臺參與 TEEP 計畫之僑外青年為主,參與計畫期程宜以 2-6 個月為 宜。倘招募學員係第 2 次以上來臺參與蹲點計畫或停留期程不足 2 個月者,函送該學員名冊向 教育部申請備查時,須補充說明特殊情形。 TEEP participants should primarily invite overseas Chinese youth who have not previously come to Taiwan to participate in the TEEP program. The recommended duration of participation should be between 2 to 6 months. If the recruited participants are returning for the second time or more to participate in the on-site program, or if their stay is shorter than 2 months, the list of such participants must be submitted to the Ministry of Education for record-keeping, along with a detailed explanation of the special circumstances.
四、學生入境作業規定 Immigration Procedures for Students
- 本計畫期程自112年12月至113年12月,各項計畫主持人得依蹲點學員實際入境期程,自行訂定計畫期程,學生最遲應於113年12月31日前入境。
The program schedule runs from December of the 2023 to December of the 2024. Project leaders have the flexibility to set the program schedule based on the actual entry dates of stationed participants, but students must enter the country no later than December 31, 2024.
- 為使學生有足夠時間辦理簽證,請於學生入境至少一個月前將報部名冊(excel檔)及學生護照以郵件的方式提供予國際處,由承辦人將協助發函至教育部,相關作業所需時間約為2周,待收到教育部回函後,學生可持教育部核准公文、邀請函及其他辦理停留簽證之相關文件至當地我國駐外辦事處辦理簽證,請師長務必協助提醒學生,取得簽證前不要訂購機票,避免後續因簽證問題而須改票,造成費用損失。
To ensure students have sufficient time to process their visas, please provide the OIA with the enrollment list (Excel file) and student passports (soft copy) via email at least one month before their entry. The responsible personnel will assist in sending a letter to the Ministry of Education, and the required processing time is approximately 2 weeks. Upon receiving the reply from the Ministry of Education, students can bring the approved document from the Ministry of Education, invitation letter, and other necessary documents to the local representative office of Taiwan to apply for a visa. It is essential for teachers to remind students not to book flights before obtaining their visas to avoid potential ticket changes and associated costs due to visa-related issues.
- 申請報部名冊之流程:由「TEEP網站表單系統」後台的「報部名單管理」區域,依各案前往「名單管理」頁面進行學員資料填報(包含:姓名/學歷(學校及系所年級)/國別/預計在臺停留時間(起迄年月日)/計畫主持人姓名…等),填報後匯出為excel檔,另於姓名欄位後自行新增一欄,填入學生護照號碼(末3碼隱碼),另存成pdf檔。
The process for applying for the enrollment list is as follows: In the "TEEP Website Form System" backend, navigate to the "Enrollment List Management" section. For each project, go to the "List Management" page to fill in student information, including name, education background (school and department/grade), nationality, expected stay period in Taiwan (start and end dates), project leader's name, etc. After filling in the information, export it as an Excel file. Additionally, add a column after the name field to input the student's passport number (with the last 3 digits concealed) and save it as a PDF file.
- 申請Visa所需檢附之邀請函,統一由計畫主持人所屬單位主管核發(若主持人為教學、研究單位主管,即可以自身名義開立),供邀請函之範本,請各位師長可自行依照與學生之協議更改邀請函之內容,惟不具商業聘僱關係之文字(no employment relations)之文字不可刪除。
The invitation letter required for Visa application must be issued by the supervisor of the project leader's affiliated unit (if the project leader is the head of an academic or research unit, the letter can be issued in their own name). A template for the invitation letter is provided, and teachers are free to modify the content according to agreements with students. However, it is essential not to delete the wording indicating the absence of any commercial employment relationship ("no employment relations").
五、學生入境後 After Students have Arrived in Taiwan
1. 因學員所持簽證為停留簽證,依衛福部規定須進行短期研修健康檢查(丙表體檢),請計畫主持人務必要求學生於入境後2週內至合格醫院進行檢查,並將體檢報告提供予國際處承辦人,將整合後提交予衛保組,健檢資訊請查閱下方連結。
Since the visa held by the students is a temporary stay visa, in accordance with the regulations of the Ministry of Health and Welfare, project leader are required to ask your student to do the short-term training health check (Form C) after entry. Students must undergo the examination within one week of their arrival and provide the health check report to the International Affairs Office personnel, who will compile the reports and submit them to the Health Insurance Division. - 外籍短期研修生(含陸生)健檢資訊
*為維護全體住宿生之健康安全,若TEEP學生有獲配住於國際處業管之國際學生宿舍,須於柱住後2週內須完成健康檢查並將先將收據提交給宿舍輔導員進行確認,若拒絕或逾期完成健檢者,將取消其住宿資格,學生須於規定時間內離宿。
To maintain the health and safety of all residents, if TEEP students are assigned to the international student dormitory managed by OIA(Office of International Affairs) they must complete a health check within 2 weeks after check-in. The receipt of the health check must be submitted to the dormitory coordinator for verification. Failure to undergo or complete the health check on time will result in the cancellation of accommodation eligibility, and students must vacate the dormitory within the specified timeframe.
2. 教育部要求外國青年學子來臺需投保相關保險,計畫主持人應要求來臺蹲點人員需加保涵蓋來來期間之醫療險,欲來台投保者,請務必備齊費用。
The Ministry of Education requires that foreign youth students coming to Taiwan must purchase relevant insurance. Project leaders are required to request stationed individuals in Taiwan to obtain additional coverage for medical insurance during their stay. Those intending to purchase insurance for their visit to Taiwan are reminded to ensure that they have the necessary funds for this purpose.
- 學生可自行投保(須提供投保證明),無法於來台前自行投保者或無法提出投保證明者,一律由國際事務處承辦人於來台前1周前協助學員加保外籍學生醫療險(學生須提供護照檔案),單月保費為新台幣500元,費用由學生自行負擔 (來台後繳費)。
Students may opt for self-insurance (proof of insurance required). Those unable to arrange insurance on their own or unable to provide proof of insurance will be assisted by the personnel in the International Affairs Office. One week before their arrival in Taiwan, the office will assist the students in obtaining additional coverage for foreign student medical insurance (students must provide passport details). The monthly premium is NT$500, and the cost is borne by the students themselves (to be paid upon arrival in Taiwan).
六、結案 Conclusion
1. 計畫結束後 2 個月內(如學校有 2 個計畫,以計畫期程最晚結束者為準),須以校為計畫結 案單位備函,並附經費收支結算報告表、各項計畫蹲點學員名冊、各項計畫成果摘要報告(各 項補助計畫成果以 5 頁為限,另須附上蹲點成員實習心得)予國際處。計畫期程最遲應於 115 年 6 月 30 日前結束。 計畫經費用途倘含人事費或業務費,辦理經費結案時均須提交計畫經費執行報告表(含一級及 二級用途別,請計畫主持人、主計人員及機關首長用印)。以上相關結案檔案格式範例請參考 TEEP 系統平臺公告。計畫招收蹲點學員如未達最低應執行人月數,其未執行人月數之經費應 繳回。如已達核定補助總人月數,餘款應否繳回,依「教育部補(捐)助及委辦經費核撥結報作業 要點」第 10 點規定辦理(各項計畫經費核銷單據均由學校留存)。獲補助計畫招收人月數達成 情形,接待蹲點計畫成員後續選擇來臺留學或參與蹲點期間優秀究成果等,均將列為次年度計 畫申請補助之重要審查參考。

1. Project Closure (University-Level Reporting) Each university must complete the project closure process within two months after the conclusion of the program. If multiple projects are conducted within the same university, the closure deadline will be based on the latest ending project. The project must conclude no later than June 30, 2026. To finalize the project, the university must submit an official closure report, including: Financial Statement – A detailed report on fund allocation and expenditures.
- List of Participants – A record of all students who took part in the program.
- Project Summary Report – A maximum of five pages summarizing the outcomes of each funded project.
- Internship Reflections – Participants must submit a reflection on their internship experience.
- If the project included personnel or operational expenses, an expenditure execution report must also be submitted. This report should:
- Categorize expenses into primary and secondary budget items.
- Be signed and stamped by the project supervisor, financial officer, and institutional head.
Report Format:
- Sample report templates can be found on the TEEP system platform.
- Unspent Funds & Reimbursement Rules:
- If the program does not meet the minimum required participant-months, the unused funds must be returned.
- If the project meets the approved total participant-months, any remaining balance should be handled in accordance with Article 10 of the "MOE Subsidy and Commissioned Funding Disbursement and Settlement Guidelines".
- Universities must retain all expense verification documents for auditing purposes.
