2.The MoU is considered a university-level contract and must be signed first by the contracting university. The signatory representative must be the president or a representative of the same position.
3. According to the review criteria for alliance agreements or written agreements on cooperation between universities at all levels and mainland (Link), cooperation activities with mainland universities, whether forming an alliance or having a written agreement, must be reported to the Ministry of Education for approval one month before signing. The reporting should include a draft contract, a declaration form, an introduction to the mainland universities, and, upon completion of the signing, the document should be submitted to the Ministry of Education for record-keeping.
