5. The principle for double degree program cooperation agreements is the contracting sister university must sign the agreement in advance. These agreements are considered university-level contracts, and the signatory must be the president or a representative of an equivalent level.

6. According to the review criteria for alliance agreements or written agreements on cooperation between universities at all levels and mainland (Link), cooperation activities with mainland universities, whether forming an alliance or having a written agreement, must be reported to the Ministry of Education for approval one month before signing. The reporting should include a draft contract, a declaration form, an introduction to the mainland universities, and, upon completion of the signing, the document should be submitted to the Ministry of Education for record-keeping.
